"Takes the cake" I think comes from the same origin as "cakewalk". It was a dance competition held by freedmen after emancipation. One was held as a demonstration at the 1876 Centennial Exposition in Philly, and the winning couple was given a huge cake as a prize.
The Riot Act was an act of Parliament passed in 1714 that allowed the authorities to declare gatherings of more than 12 people unlawful, which had to literally be read aloud to them to enact.
