Torpedo Tracking

I have noticed that when I fire a Torpedo at an enemy in PVE, if they cloak, jam sensors, or other wise disrupt my target lock on them, my torpedo will also lose target lock, and fly off into space. However, when the enemy ships fire a torpedo at me, even if I cloak or jam their sensors, their torpedo will still track me anyway, is this a glitch or done on purpose?

Also, I don't think Tractor beam repulsors should work on cloaked ships unless the TBR using ship has a sensors stat high enough to detect the cloaked ship.

TBR is an Auto hit anytime your inside 5km (which is its maximum range)..
