What's up with the Terran task force disruptor?

So I'm seeing DPS builds that are using the Terran disruptor, even with other energy type. My question is why?

Also, do the benefits apply to both the dhc and the beam array? And do you need to skill exotic particles to really see it be "good"?

    The damage boost it provides is just that good. Yes it has the same effect on both the DHC and the array.

    You mean from the reputation right? If so, this bodes well for a build I had planned to use them.
