Reman Nemesis Coat

Ive been Playing as my Reman a lot more but always felt something was missing then I happened to catch a re-run of Star Trek Nemesis and realised what it is, The Reman Nemesis Coat is missing the long coat section that Shinzon and his Viceroy are wearing, Is it possible to make this as I see other Reman NPC's with a form of coat section that could be adopted to serve the purpose.
