Limited Scalability of the UI

So you devs want to port STO for consoles (for many reasons I do not believe this will happen but hey, try it) and me as a person with visual impairment is an expert for the UI-problems you will have with porting STO for consoles, because the usual tiny-font-UIs on PC do not work for consoles. UI for console must be good readable for players sitting on the couch with the TV far more away than a PC monitor.

STO is one of the few games with fully scaleable UI. That's great and I love it. Sadly it's not possible to use scale factors greater than ~1.30 because many menues are missing scroll bars and therefore many important buttons just move out of sight. I have e.g. to switch scale back to 1.0 if I want put doffs into mail or switch ground doffs. Try it out, scaling larger than 1.3 makes many things unaccessable.

With a scale of 1.3 I can read the text good (and this is needed for console players too) but more than the half of the screen is then covered with the UI (although I use some overlap). I don't need all UI-elements scaled equaly, only some of them larger.
Therefore it would be really great if the UI-elements could be scaled individually, maybe with a scale-button beside the help button.

Please implement at least scrollbars so that buttons do not move out of sight with larger scaling.
