Torg the boss never appears, a glitch

I'm playing The House Always Wins and am at the end of the game confronting Torg and he never appears. The talk/cutscenes come in and when it comes to fight Torg there is just and empty chair,|I tried playing 3 times and still he never appears. I have a screenshot. Terry
