Why is the doff interface still broken?

Every time I launch a doff assignment in places like the Dyson Sphere, the assignment menu changes for a few seconds, then reverts back to what it was. Whenever I pass into certain sectors in the Alpha or Beta Quadrant, the assignment list briefly changes while you're on a sector border, then changes again as you move away.

This has been broken for almost a year now and it's been annoying as hell running doff assignments in certain places. Why has nothing been done about this?
