no proc on dyson science consoles

hi,
the "Protonic Energy Stabilization" proc does not work on these consoles, i have shot 200x with tacyon beam at an Undine and at a Voth ship and not onece have i seen damage to hull. the combatlog did not show damage to hull or the proc itself either. 'had 5 of these equipped and shot 400x. further testing with grav well and feedback pulse did not show the proc either.
worse: its the same on Holodeck.
Consoles in question : Shield Refrequencer from the Dyson Joint Command reputation.
Supposed to do 496 Proton damage to the target on shield drain and exotic damage abilities (scaling with PartGens).

why did you nerf part gens damage in general ?
why did you reduced the na'kuhl plasma cone console plasma bonus from 25% to 20% ? all other consoles of that type have 25% (tetryon web from the last lockbox...).
