Probably depends on what you mean by "FED" since there seems to be an (ingame) distinction between TOS & FED Characters ... there is also the fact that it incorporates 31st Century Ships at which point the "Klingon Empire" & "Romulan Republic" ceased to exist ...
Point being : I'm holding judgement until further details ... i.E. to whom these Ships are going to be available, in which new setting etc etc ...

The pack looks amazing. I wrote it in another thread, it would be a little dream come true if we had a STO-like game entirely set in TOS - these ships look very good. However, I won't get them because I don't have joy flying around in TOS but playing otherwise TNG content, shooting Jem'Hadar with my TOS ships etc. - if I have TOS visuals I also like a TOS game, not just a token skin while I shoot Borg or weird timealiens.
I will probably get TOS Tellarites if I somehow can get the visuals separately. But no chance I pay a lot of money for really good looking TOS stuff which I then field in STOs regular content.

only one ugly ship in the whole thing, that nautilus class. finally ship designs that do not look as if it were the ugliest thing around and even that looks a damn sight more pretty than some of the designs i have seen coming from cryptic.
and yet nobody thinks the romulans or klingons would have any sort of influence on later ship designs if they are absorbed into the federation.
in later designs, considering the klingons and the romulans will be part of the federation or the Galactic Union (separate entity?), the chances are that there will be romulan and klingon engineering involved in the designs of later ship classes, it may not look it on the outside, but on the inside with specific systems.
imagine a warp powered ship with a singularity powering most of the other systems. or a klingon styled hull combination with starfleet technologies to create an even thicker hull plating. some of the design shapes suggest a romulan connection especially the nacelles at the front with the ram scoops. rather romulan-esque.
or how about a cross klingon-romulan hybrid weapon system that starfleet uses in their ships to increase the damage and efficiency of their nadion phasers banks with a dual disruptor and plasma secondary effect on shields and hull plating.
a quantum/plasma torpedo with all the explosive force you could ever want in a torpedo that fires as fast as a photon torpedo but 20x more destructive per hit. experienced klingon and romulan engineers and researchers could make turrets and cannons far more effective in a wider arc.
it depends what cryptic has in mind.

If you look the ships from T1-T6 my guess would be them starting in the "past" (within a new Story-Arc) and then catching up to "other factions" ... somehow even having access to ships from the 31st century at T6 ...

Looks like an Expansion Pack to me, and the costumes being usable by Fed or TOS players? Sounds like a new faction, which again, sounds like an Expansion.
Before I try to figure out if I want to get the Pack, I have to wonder, as I own a number of the costumes and the T1 Connie, will I even be able to get it? Past multi-pack experience tells me no. Hope I'm wrong.
