What is better: Sticky Web or Plasma Wave?

I feel that the Plasma Wave is a basic damage cone whereas the Sticky Web will help non-science ships without Gravity Well by stopping enemies for seconds.

It also depends in your weapon type, sticky web boosts tetryon and is quite cheap, whereas the other one boosts plasma

Generally I prefer the Sticky Web; my main is in a Tarantula and uses tetryon damage so she has a bunch of nasty Tholian things to do to people.

My tactical Reman is using Plasma Wave on a Kara that she alpha strikes along with the one that comes on her Kara, so she fires two of them. It's a headache to use and generally I need tractor beam to actually hit anything.

I like using both... grav well to group up a mob of mobs, sticky web then use the plasma wave whilst on their rear arc...
