Which is best

I have 3 items for use all Mk XII and I can upgrade them but which is the best - all are dual heavy cannons but each has different crits.....

+4% Crit Chance
+30 Crit Severity Bonus

+2% Crit Chance
+40 Crit Severity Bonus
+10% Accuracy

+2% Crit Chance
+20 Crit Severity Bonus
+20% Accuracy

Is there someway to work out which gives the best option?

I believe the conventional wisdom is that you should prefer crit chance over crit severity.

The product of your crit chance and the crit severity basically determines the effectiveness, but it tends to be that the crit severity is usually the larger component in this multiplication, and in that case, raising the lower one (critical hit chance) will yield stronger improvements.

Unless you're using the new Science Ultimate - then you might simply boost accuracy and severity more than crit chance, since Probability Manipulation does set your crit chance to a fixed value and critical hit chance boosts are not going to do much.
For similar reasons: If you have a weapon you use with Beam Overload (auto-crit), you want a severity (and possibly an accuracy) boost. For your dual heavy cannons, this won't apply.

Accuracy used to be more important in PvP than PvE, because NPCs generally have low defense values and accuracy doesn't grant you that much benefit anymore. If you focus on PvE, it's not so important. Excess accuracy or "accuracy overflow) is turned into boosts for crit severity and critical hit chance, but a plain crit severity or hit buff will be more efficient.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

I think the answer to question of the best mods you can get on weapons highly depends on your build (so the other gear, skills and traits you have) as well as simply what you want to do in game.

Do you want to pve or to pvp?

If it is manly pve most high end builds I'm familiar with have the following preferences of mods in that order:

    1. PEN
    2. Crit D
    3. DMG
    4. Crit H
    5. Acc

I could imagine on new builds/toons with low crit H or acc rates the preference shifts a bit but when you are unsure I’d try to stick to that order to have less of a headache later on. :)

I consider [CritD] * X + [PEN] to be most desirable but you won’t look at a fail when you have a [DMG] mixed into it.

If you like feel free to check the WDC from @xxxhellspawnyxxx. I found it to be an awesome companion just like the rest of the STO League’s advice.
