Allowable levels in STFs.

As somebody who as been in the game since beta (on and off), I am aware that it is usually best to wait to take part in stfs until you no longer have a rainbow boat ship, 50 and up. However I have started a new character who is at the moment level 20 and in a brand new fleet, because of this I have been doing the Starbase Alert for Fleet Marks, as at this point my options are limited. Unfortunetly tonight I played one and all the other people where level 60. I am NOT a leecher so I partook in the mission as usual attacking the ships etc, but because of my level compared to theirs I didn't do enough damage so I received the 2 hours AFK penalty.

The mission is from level 5 to 60, if everybody, no matter of level, isn't rewarded for completing it, they should be given a damge boost so they can compete on equal terms or the STF need to be capped. All I did was queue, there was no way too choose who I played with as it was a pug. This as never happened to me before and it really needs to be fixed.

I believe you should have been scaled to their level, however as you were in a i'd guess a lt.cmd ship you're still penalised because you don't have the same access as a true level 60 to Weapon slots/Boff seating/Console slots/Doffs/Rep traits/Starship mastery and ofc spec trees.
So despite being scaled up, i can see why you would get a aft penalty for not being able to do enough damage. And you are right placing lower level toons into a PvE with a level 60 needs to be reviewed.

I think the starbase fleet alert scales you to 50, and your weapons "upscale" to Mk X at 50...

And you're lucky if you mount Science-ship levels of weaponry at 20...
Detecting big-time "anti-old-school" bias here. NX? Lobi. TOS/TMP Connie? Super-promotion-box. (aka the two hardest ways to get ships) Excelsior & all 3 TNG "big hero" ships? C-Store. Please Equalize...

I'm sorry, but I've done this as a lvl 5 in the Miranda with stock weapons on a few toons and never got an AFK penalty....and I have 10 toons. You get scaled to level 50, whether above or below that level and it's not hard, so you must have been idle/afk to actually get the penalty, because I've only ever seen 1 other post about someone getting AFK pen in FA.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.

I've done it in a Miranda with a level 11 captain (got invited in before I had a chance to return to ESD and buy my new ship). I can't say for certain why I didn't get penalized but I went off and tangled with a different group than the others were spaming to death and that let me nearly kill one ship by myself and qualify for a drop from that ship. Maybe that's enough to trigger the "You were trying!" logic in the system?

I have never leeched, as I've said I took part in the mission shooting at ships etc, something must have gone wrong because obviously I wasn't doing enough damage or the other players ships where so powerful at level 60 with skills, items, etc, I couldn't compete.

I had actully done this mission at lower levels and I received reward. Maybe your right, suffice to say I will have too wait untill I am at least level 50, I'm not taking a risk and wasting my time again.

Must be. Healing yourself also counts or so I've heard.

The AFK penalty is a bad joke, a high-DPS ship only needs to get off a few seconds of fire to count as "not AFK." Barely a speedbump for real AFKers. But it seems unlikely to ever be fixed, as its been this way for years.

. And you are right placing lower level toons into a PvE with a level 60 needs to be reviewed.

Fleet Alerts are the only Thing left Level 60 Players can do with new fleetmembers beside some episodes. It worked well for a Long time - i myself did my first runs as a Level 5 with my Level 50 fleetmates. It worked well. Even the old Mirror Invasion was fun at low Level when u could hide behind a max Level char in case u where Close to explode. The easiest way to fix this is
Remove any REP/Starship traits for PVE that downgrade you to 50. Can'T be so hard to program

    Just my 2 Cent
    PSY
nice u wasted so much time in your sig - i do not see it anyway :)
