Im not seeing how the Delta (Or Iconian) are science oriented..
This sounds like a design disagreement, not a bug, unless you know something that I don't that tells you otherwise.

I'll elaborate:
Looking at all set deflectors in-game, none gives Flow twice, the obvious science inclined ones give SciCdr as ex.rare, . Looking at the set itself, it is not inclined towards leeching / draining in particular, despite the description on the deflector. In fact it benefits scientists overall rather nicely.
Getting SciCdr is only possible on the deflector, while Flow can also be found on consoles. All put together, the Flow seems like a black sheep in a herd of whites. ...Adding that I don't have the upgraded version on current 11.0 and the skills bonuses are changed on 11.5 tribble, this Flow, seems to be a bug.
On the other hand, you could say its a design disagreement.

Huh?...
The insulators mod got rolled into Drain\Drain resistance is all for 11.5. Its actually a neat drain deflector (coming very close to the Terran in that regard).
That fact it aint got [SciCdr]...meh..You can add that in the new skill tree ..Ive had it at UR since it came out..Its always had the [Flow] mod.
