Does infiltrator even stack?
I think only the "highest" version is actually applied which would be superior from your slotted boff. Also I'd leave the potato alone, pirate is nice for fed & kdf but when you do have a SRO boff in the line it's not worth it.
I thought infiltrator stacked with other infiltrator if not same level: superior + normal + basic for the max. My issue is that in an ideal world I'd decloak fire and re-cloak, the reality is that recloaking is often delayed, so I went with SRO and have some infiltrator boffs to sell.
SRO eng now going for 20m, not had a rom boff recruitment in many months, SRO boffs must be coming from somewhere or the supply would be gone/ sky high price by now, yet some are 10mish.
Infiltrator DOES stack but only if the quality is different. Regular + Superior Infiltrator stacks, Superior x2 doesn't. I tested this when LOR hit and it still persists today.
Whether you slot that Infiltrator or go with an SRO BOFF entirely depends on your preferred playstyle.
If Cloak & Poke is not your style, then you should never have had any Infiltrator on your build.
If Cloak & Poke is your style, then you stand to gain, depending on your setup.
My Reman Captain with the Delta Pack's TAC-Intel Reman BOFF (SRO *and* Superior Infiltrator) has the Decloaking Damage Bonus timer at 23 TRIBBLE' seconds with about 8 or 9 second recloak timer with the usual +45 damage bonus. That is an Attack Pattern's worth of damage buff with great active time like APA3 and availability like Attack Pattern Beta, but not taking up a precious BOFF ability slot.
If you're rolling Romulan, then you could go with a Infiltrator + Superior Infiltrator mix to take your Decloaking Damage Bonus timer to about 15 seconds but that means a bit of compromise in your SRO mix.
Rom capt+ SROs + 1 S Infiltrator gets me 15 sec of about 23% extra damage as per tooltip
Attached is my screenshot of how I achieved my cloak values, so people know I'm not full of TRIBBLE http://i.imgur.com/DtK9qF6.jpg
Your Captain + BOFF Trait mix can have a lot of variables. I can tell from your description:
15 seconds: You do not have the Infiltrator + Superior Infiltrator mix. The default Decloak Ambush Timer is 5 seconds with NO Infiltrator at all. That means you have one BOFF in your setup with Superior Infiltrator, taking that to 15 seconds, which still encompasses all tactical weapon buff cycles of BFAW/CSV/CRF.
Your damage bonus? You don't have Superior Subterfuge. That determines the strength of the Decloak Damage Bonus. If you can snake in a Superior Subterfuge, that will take you double that.
A Reman Captain makes this easy to do, especially with the extremely OP Rom/Reman BOFFs for a RRW player from the Delta Pack. In particular is that TAC Reman BOFF from the pack, because as you see in the screenshot, he has a great mix of traits. Without this BOFF and his game unique mix of traits, you have to play a game of "Give & Take" between SRO+Infiltrator/Sup.Infiltrator+Superior Subterfuge
It's a finer trick to balance with a Romulan Captain. Typically my Romulan Captains go for 15 seconds but still have the +45% damage bonus.
Only with Roms, Remans flying Battle Cloak capable ships can we achieve these hilarious values
Do those reman tacs hit the exchange? I know they existed but never seen one to buy, the delta pack is so expensive; I already have Eclipse, Phantom, Aelahl and Mirror Guardian, the Faeht looks fine but already have T6 T'Varo and a sci pilot ship, plus last 3 freebie ships. If they sold them for 500 zen I'd have had them ages ago.

Well, if you're going off tooltips - I'll leave this here. (It's apparently a global issue; not unique to the scimitar cloak.)

Correct. The Feds & KDF get Superior Crappy BOFFs from the Delta Pack with useless Space Traits. The Roms, OTOH, have it great.

Tacs are overrated.
