Today I participated in my first PvE.... And I have a question: is it always just constantly shooting around like a maniac, or it can be interesting too?

    what did you do?
    most of the STFs have a set of things to do which mostly involve shooting things but its not just a free for all.

    Take the most basic one, infected conduit ... you must prevent the nanite spheres from healing the transformer by either stopping them and killing the xformer first or killing them first. Or take Khit -- you must prevent the probes from escaping. There is another where you defend a disabled ship. In the undine one you have to close captain-type-specific portals to get full credit.

    Depends. Most are just shooting stuff (in the 'proper way') but some players are such DPS monsters now that they can just power through things regardless of the 'proper way'. Just look at CC. No one even runs out of it's AoE anymore. They just take the hit (or barrel roll) and keep on shooting.

    Since there's no hard/fast holy trinity of tank/dps/healer in STO, it's hard to make a STF anything other than a shoot-fest.
