Ultimate Ability Enhancers - only 2 of 3 possible?

In testing out the Engineering Ultimate ability, I tried unlocking the 3 enhancers by purchasing additional Engineering skills. However, regardless of how many Engineering skills I bought, I can only unlock 2 of the 3 Ultimate Enhancers:

I burned two respec tokens, but was still able to reproduce this issue. It seems that the 25th skill purchased does not allow you to unlock an Enhancer, but the 26th and 27th ones do. The 28th skill purchased does not allow for you to unlock the 3rd Enhancer.

    I experience the same issue, 25 points doesn't allow you to select an enhancer since the patch.
