Can't use Winter Watch cap on Saurian

I love the winter coat and items, but I cannot seem to complete the ensemble. On my Female Tacical Saurian captain, the headscarfs and wraps only allows me to use Khan's desert cover. I can put the winter watch cap on my BOFFs, but not on the captain herself. Is there a fix for this?
