so, does this mean i get the crit chance and severity or the enemy gets it?

Attack Pattern Delta can be cast on an ally or yourself. Whoever you target with it (yourself or the ally) will get the critical hit chance and severity when attacked.

It's theoretically possible for an enemy to get it if you cast it on an enemy while your sensors are scrambled, which would be bad, but in general what you're looking for is "you get it".
