How do i get more active space officers?

i have 5 active space officer slots i've seen other people have more how do i get more slots?

    There is one more spot available at the fleet spire for...100k or 150k FM, can't remember anymore.

    One of the fleet holdings - Fleet Spire at Operatins tier 2 sells +1 Active Ground DOFF slot, at Operations tier 3 sells +1 Active Space DOFF slot
    And thats it - as far as i know...
