Tachyon Pulse

So in Star Trek: Insurrection (sorry to bring up painfull and scarring memories) when they modified the deflectors on several ships to fire shield destabilizing Tachyon pulses? Can one of the next reputation or set deflectors do this? Either as an active ability or a passive that activates with certain BOFF powers? I wouldn't say no to a dedicated weapon either.

I believe there is a universal console that gives this ability; it reduces turn rate & impulse speed on the target ship(s). I believe it's also buffed by either GravGen or PartGen abilities & Deflector DOff's.

For shield destabilization, I think there is a BOff skill that can be trained...?
