I would like to discuss the possibility of adding the Delta Recruit event as occurring annually on the calendar. For a week only, with no other special fanfare. It would allow players that have started since this event ended an opportunity for a Delta Recruit, and give returning players and those that never left, an opportunity to make a new captain.

give any players that missed out during the last event a chance to get the account unlock rewards, sure.
if this was some similar event based around a similar model like gamma recruits or some other recruits then no it would be just too much to have a different recruit event every year and feeling like you are missing out on rewards just because you really don't want to make yet another type of recruit.

I would not be surprised to see a new faction and delta style recruit to go with it, I am thinking a cardassian playable faction together with a cardassian recruit event where you will need to make a cardassian character to gain rewards for both the cardassian character as well as account rewards for your other characters.

Also, it should never be restricted to one type of species or any other such arbitrary restrictions in the name of metrics. I won't stay with a game that dictates exactly how I should play it like it's another job and duty. What keeps me here having fun still is the freedom to decide and craft one's own adventures alongside others and to escape other obligations.
I would definitely join in a Gamma Recruit event provided there's a new free character slot. As of now I wouldn't make more as I already have 11 toons, 9 of which are well equipped and far beyond L60, including 3 mains across all factions and already overwhelmed with playing them all without grinding myself out of the game altogether.
The DR event was really a lot of fun (2 of mine are DRs), especially since there were no time limits set other than the occasional bug halting progress which I hope got sorted.
Kind of bothers me that my Delta Recruits have that bonus but my main never will.
Unless they let us enter our current mains as Deltas next time. Then I'd be all for re-running mission episodes.
Except that trait expired as soon as the event ended. And since it was only 1or 2 dil per certain kills, even after going through all the early episodes it never amounted to much. As such, a well geared level 60 can get more in a couple hours than most delta recruits got in the entire event; making the trait of little use to an established main. And even from the perspective of newly made characters between the addition of dil rewards to every episode, the admiralty system, Rep system, and old DR account unlock boxes, "new" game dil is pretty abundant nowadays. Perhaps, if it had been permanent, it would have added up eventually, but that still would have been very slow and inefficient.
But if that's the case, I guess I'm not missing much on my main.

that was the biggest misconception that a lot of players fell into regarding delta characters, they just could not seem to grasp the fact that after the event deltas were no better then regular characters.
