The cool down seems to be at 30 seconds and I believe it's only 20 seconds on holodeck. That is fine I'm just pointing it out... also does it apply to every ship affected by an ability or just the first one hit by it? Basically will my Grav well hand out disables to all ships caught in it or just the first one it affects?

It applies to the direct target of any targeted control power *only* (including gravity well) with the exception of Scramble Sensors (it will apply to all ships scrambled, instead).

Otherwise, for non-targeted control powers, it should apply to all effected foes, I believe.

That's Holodeck functionality. Don't know about Tribble.
