How do Weapon Procs work?

Procs like Phaser subsystem disables and power drains from Polaron? Do they have a chance to proc per shot or per firing cycle? If it's per shot each weapon has a 10% chance of a proc, but if it's per cycle, they only have a 2.5% chance.

Any innate weapon proc is generally per-cycle.
