The last elusive assignment chain

in Duty Officer System and R&D
Ghosts of the Jem'Hadar sits as the only assignment chain to go unfinished.6 out of 10 done.So,it's been 3 years and I have yet to see the 7th duty officer assignment for this chain to show up.Is there a certain place I need to go to find it?Is it broken and got lost on the list of bugs to fix?Anyone know what's going on with it?

    It's very hard to find. You have to fly around to all the sectors and keep checking. I finished this assignment chain, but picking up this particular step took a long time. I'm trying to recall where I was when I finally saw it appear. I think I was near the Breen homeworld.
