Hi All, I'm trying to upgrade all my ships components to and when looking at the upgrade screen the stats of an item don't seem to change on the result screen. Is this a bug? What's the value in upgrading gear if it changes nothing?
If you mean that you don't see any new stats in the crafting window, that's how it's supposed to look.
When you put an item in the upgrade window, the only thing you see under 'result' is the possible mark or rarity upgrade, it doesn't show the stats. You will however, still get upgraded stats even though the stats in the display are identical to your current item.
I'm not 100% sure why the system functions this way, but my guess is because of random mods. For example, if you put a VR Phaser Beam MX XII [CrtD]x2 [Dmg] in the upgrade, the system has no way of telling you the stats at the next rarity because it hasn't determined yet what mod that item will receive. You could get another CrtD mod, a Dmg Mod, CrtH, etc and the item will have different stats either way. Because of this, the item will appear like it's not going to get a stat upgrade, but it will.
I would be willing to bet that a large number of players cancel upgrades because the display is unclear in this respect. Even if the item increases only in mark, you will still get increased stats on that item.
Some upgrade results are direct. Weapon type specific (not beam/cannon/projectile, but specific) Tac Consoles at MK XIV go from +28.1% +30% +31.9% +33.8% +35.6% +37.5%. Always.... these are known stat increases.
When you upgrade a weapon along the same path, a modifier is added, and this modifier is random (with the exception of some items, like most reputation rewards that follow a specific upgrade path). The stats don't directly change. The only exception to this is moving to Epic, where most (I would say all, but not 100% sure) weapons get Acc/Dmg.
Other pieces of gear move up a specific path (like warp cores always get AMP at UR and W->S at Epic) and some do not (like Conductive RCS that get a random mod at UR).

Your upgrade will only add a new modifier. It will not make you lose an old modifier.
If you are meaning the rarity hasn't changed i.e. common-->uncommon-->rare-->v.rare-->ultra rare -->epic, then this doesn't always happen every time you complete an upgrade cycle. To reach epic quality you need to continue upgrading once the item reaches MkXIV, the bottom of the two progress bars resets before MkXIV, after MkXIV it retains the setting until a quality upgrade occurs (typically >20% chance is needed)

another is certainly possible that an object appears with a modifier borg being created from 0? or if a shield (space) is created it can have an adaptive modifier? as Aegis or fleet?

Typically, reputation items follow a set path, crafted items are the ones that are random. But no, [Borg] is not a possible modifier from crafted gear, as far as I know.
AFAIK [Adapt] is only found on Elite Fleet Adaptive Shields
Elite Space Shields are Ultra Rare deflectors. Compared to Advanced Space Shields, they exchange 1 [Cap] modifier for a [Adapt] one, gaining a passive ability which can increase the Shield's resistance to incoming damage types.
Fleet Adaptive Shields use the latest technology to automatically resequence in response to attacks, gradually increasing the resistance of the shields against incoming damage.
