New skill system

hi
im playing the game for over 6 years now
and i want that a build will have something more then points
i want to make it affect the way i play the game
so this is my take on a new skill system (space only atm)
feedback will be welcome

    Maybe this makes sense to you, but I can't make heads or tails of it. What exactly are you trying to tell?

    you got 4 systems for each Tac,eng,sci
    you get (at max lvl) 9 points per system each point give u like 5% more efficiency
    so you can use them as you like
    like in the pattern system you can spand 3 points on defance and 6 points at attack that will make your skills at the attack side better by like 30% (cooldown time or dmg or more efficient) and your skills at Defance side by 15%
    so you can make builds that dictate your gameplay
    9 points in a skill will give something special
    like 9 points in at power system in emergency skill will give u all the skills there 90% more efficient and make mark 3 skills at mark 2 slot (like EPTS3 at lower slot in the B.officer roster)
    the system is open suggestions
