If I'm not mistaken, currently every point of shield power increases the shield regeneration of your shields by 4% and the shield hardness by .28%, Shields on Tribble give .1% regeneration based on max capacity for every point you have, and .2% hardness for every point you have.
Basically if you don't take a point in shield hardness, your shields are much weaker. If you do take a point, they're slightly stronger. If you invest fully, your shields will be about 40% stronger than they currently are. I'm sure the regeneration stat see's a similar penalty/benefit even though I'm not sure.
This doesn't take into account what's been done to the Shield Emitter/Restoration and Shield Capacity stats, but the point remains that where we didn't have to put a point to enjoy the benefit of, we now do.

maybe for pvp but avoiding one likely non-existent crit from an npc seems pretty much worthless to me.
