New accounts can't mail to friends or to self

I had my brother finally join STO. He created an account, he hated the tutorial but finished it. Then I logged on had him add me as friend in game. Then told him to send me a test message only (since obviously he can't send anything for 20+ hours and only communicate with friends. Mail never arrived in game. So I then sent him a message and he never got it.

So then I told him to send a message to himself. He did and got nothing in his mail.

So when I see him in my friends list his character name is Name@Name2#xxxx (where the xxxx is a number between 1 and 9 - for security purposes). What is going on. I know none of my characters have this #xxxx after their name and I was able to mail to friends and mail to myself when my characters started even when I tested out with arc as the way the game is installed.

What is going on, is this # some sort of activation code where he has to find something or what? I am concerned why he can't mail to himself or to me as his only friend at this moment.

    You need to have a Zen balance to use mail.Even 1 Zen wlll open it up.

    Okay here is what I have found out so far. Trading dil to get 1 zen doesn't allow the mail service to work. However posting something to the exchange and it sells, then you can get mail and send mail to yourself, however you still can't send mail to friends. You also can't accept bridge invites from other players. So did they add some sort of step by step unlocking of the mail and bridge invite system and not tell us.

    Probably to slow down all the gold farmer spam.

    Has he done the tutorial yet? Reached level 10?

    Yes he has done the tutorial, he has done the azura rescue mission, think he said he is 4 or 5 right now and accepted the mission to trasnport Vulcan/Undine to Pjem.

    From what I remember, he needs to be at lvl 10 in order to open for friends and mailing, it's nothing new.
    He can buy and sell, and receive those mails with items, but that is just about all. They did this in order to kill all these annoying vendors and scammers.

    Not a problem. Just wish they had said something to us long timers.
