Apologies if either I'm being dumb or if this has been asked before, but I have a question about the 2-piece bonus on the Temporal Fragmentation set. Basically, I have a Paradox (so I have the Temporal Rift Stabilizer) and I have a Mobius (so I have the Manheim Device), but I don't have the Wells, so no Tipler Cylinder. According to the detail on the set, the multi-piece bonuses are as follow:
Set 2: Fragment Time - Adds Fragment time to Tipler rewind ability - All nearby foes become held and untargetable.
Set 3: Temporal Acceleration - 10% Reduction to Science Bridge Officer Ability Recharge Times, 50% Reduction to Temporal Console Ability Recharge Times
Can I therefore confirm that having two pieces gives no bonus whatsoever unless one of them is the Tipler Cylinder? As far as I can read, all that having the Manheim and TRS would do is add a Fragment Time function to an ability I don't have? Off the top of my head, I can't think of any other 3-piece sets where you have to have a specific one of the pieces to even get the 2-piece bonus, so is this just an oversight on Cryptic's part or am I missing something somewhere?

Correct. That's because when the 2-piece bonus was created, there were only 2 items in the set so you'd always have the Tipler in it.
To answer your question the 2 piece would give no benefit if you weren't using tipler.
