    Soft Counters (reduce the effectiveness of the ability):

    hazard emitters work fine against FBP, of course not against uber FBP, but it is perfect against NPC FBP (cardassian galor etc)

    Yep, this would fall under "abilities that improve All Damage Resistances" along with many, many other abilities/effects.
