Agony Phaser Space Weapons "Disable" proc?

So I might be overthinking it, but I was curious if anyone tried the Agony Phaser weapons in space and knows how the "Disable" proc works? Does it actually disable a ship from doing anything like using abilities and weapons for a couple seconds?
