OFFICER EXCHANGE PROGRAM 
A new program is being considered to allow Federation Officers to fly some KDF & ROM T5/T5U Ships or T6 Ships but only a limited subset from the KDF or ROM Fleets. To gain the option one must be a subscriber or lifetime member or loose this ability if subscription is ceased.
These options will designate the ship in SYSTEM & SECTOR space as being flown by an OFFICER in the Officer Exchange Program in addition to other UNIQUE traits on the Starship. RIKER was the first to participate in the PROGRAM aboard a Klingon Vessel as 1st Officer; but with a stronger alliance between the KDF & Romulan's now the program is being extended to include Command. This will allow officer's being permitted to command starships with crews in a few rare cases from alliance forces to improve & coordinate alliance training across allied factions or Races (FED, ROM & KDF).
I realize only T1-T4 ships from other factions are available to Romulan's. But they also have a smaller # of vessel's after the issues Sela caused. Perhaps the # or % of ships may be less for FED officers like 5 or 10% but all FED, ROM & KDF should have a few options available to them.

- Active subscribers or LIFETIME members level 60 with title in space 'Officer Exchange Program' : LIFETIME or Subscriber in effect for ground.
- Ships from C-Store that are approved for Officer Exchange will have UNIQUE customizations not available to regular ROM / KDF officers.
- To encourage take rates on less popular ships CRYPTIC also expands customization options for ships in Officer Exchange Program for their other toons in the same faction.
- Expanding Customization Options for T5U Caitian & Andorian Ships for FED; and options for Feresen & Aenar Ships for KDF / ROM that may also be in the programs.
- Ships considered will be *mostly* the less popular (selling options) in the C-Store / ZEN store (bottom 20%) to encourage sales but since each race has different benefits those less popular for FED may be popular for KDF & ROM or vice versa.
- The reason for the limitation is clear. While the races are allies they still protect it's most vital or popular ships & technology from falling into a possible chaotic aligned officer who slips through the cracks.
- The program will be available to FED officers but also KDF & ROM officers to fly ships from alternative races with similar limitations above.
- Note that non faction starships in Officer Exchange Program will be given UNIQUE starship MASTERY traits granted based on the primary alligance of the Captain who is participating in the officer exchange program.

But regardless if people like it or not there is clear CANON for supporting such a program. If it's the bottom 20% of CSTORE cross faction ships sales then it may only enable 1 T5U or 1 T6 ship for ROM/KDF/FED for other factions provided the ship is purchased by an account.
I think it would be a very warmly received IDEA and your support for it is greatly appreciated.

The player posted another one of these in the Romulan subforum, advertising for a Romulan officer exchange program.
Either way, it's not a great idea. We already have plenty of cross-faction options at the endgame, including a host of ships - many of them being free ships from events. And really, only the Federation players would be benefitting here, just adding to the already large pool of available ships they already have comparatively.
I'd like to see the endgame be a more unique experience when playing the different factions, rather than move it closer to being the same experience every time.

Fed's may only get either one T5U or T6 ship from each KDF & ROM. Fed's also may be limited to a Feresen variant (KDF) or Aenar variant (ROM) at T5U given their vast ships both T5U & T6 but with very unique and completely modernized customizations for the 25th Century. The unique customizations that completely redesign the ship different from those in the CORE race would identify it as an OFFICER EXCHANGE / ALLIANCE COMMAND Training Ship.
Remember Aenar race is an offshoot of Andorian, who have clear canon of being manipulated by the REPUBLIC to drive a wedge through the FEDERATION, so it's possible the Aenar race has much in common with the Reman's.

Romulan's may gain access to a Caitian or Andorian T5U as would Klingon's with very unique and completely REFITTED MODERN customizations bringing them into the 25th Century. Both KDF & ROM races because they have far fewer ships than the FEDS may even gain access to a single FED T6 looking ship that looks FED but again with very unique customizations to show it is role in ALLIANCE COOPERATION & OFFICER TRAINING.
All ships would take into account lower C-STORE sales volume or in the case of KDF/ROM to make up for what is largely missing in their fleets. But again this feature would be limited in size & scope as it would only be available to subscribers or LIFETIME members. Or in a few very rare cases CRYPTIC may consider offering a few of the training vessel's out to promote the increased rewards for subscribers.
Each Alliance command vessel would have starship mastery different from the CORE ship, as it would be aligned to the faction (FED/KDF & Yes ROM by Extension) of the Captain who commands her.
Or perhaps we EXCLUDE lifetime members and only extend the program to monthly subscribers with active subscription to make it a more RARE? Unfortunately that would likely upset some LIFETIME members and wouldn't help encourage sales of less popular faction ships, even with whole new 25th unique skins & mastery traits based on the faction the captain is from.
