I'm a lvl. 52 player, and I just accepted the mission from Q: I need to go to the Delta Quadrant.
How?

    If you haven't opened the DQ from doing the story arcs yet then you can start the mission at the Dyson gateway near New Romulus,​​

    Or pay the 50k EC to transwarp to the DQ.

    It's also possible to transwarp there directly if you've unlocked that option from the Delta Reputation tree.
