High Council Connected Fleets/Armada Idea

Hi,
It has come to my attention that the Dev team seems to have missed a potential aspect of the game... Klingon High Council connected to Fleets/Armadas!!!! I mean as race of War, Glory and Honour, the Klingon should be able to challenge the high council for Membership! I believe this could be achieved in the form of a Catch the Flag or Capture and Hold PVP Klingon-themed arena, with two sides. The Challenger Armada and the Defencer Armada. I get that the first match would seem to be COM vs Armada... But hey gives incentive to challenge no? There would have to be a special NPC to "shout" the challenge for the high council...And to the victor go the spoils of War... GLorious right? Anyhow, the next part seems obvious... as there are four mayor fleets in every armada, there should be four "factions" of Government. I am going to say:
1) Governing Armada
2) Tresurery
3) Military, and
4) Diplomacy, or something else
Each "faction" would get a special buff buyable through the challenge NPC. I think the challenger could have a term of government of say 4 months until the new challenge becomes ready!
Now, I have put this post here cos I havent found the Star trek sugguestion forum... I hope posting it here will get people's attention more!

if I stop posting it doesn't make you right it. just means I don't have enough rum to continue interacting with you.
I have been told that a similar system was implemented early on in the game but it was Fleet only council... and it didnt last more than 3 weeks...I think my system is better....
I put it here cos I didnt know where else to post this stuff...if you know where pray tell!!!!
