Remember that whatever positions we decide on we're going to do an election for each position. That way everyone is able to put forward their characters. So if you want to make up a photonic with that backstory and submit them for a position, you may do that. And of course, if they don't win you can still put them into your mission in some other capacity
But I think we're all more or less on the same page here. What we want to end up with is a small group of "official" core characters that will inhabit this starbase. Beyond that everyone is free to make up their own, and even post them for others to use.
I'm just worried that for the secondary characters, if everyone makes up their own, we could easily end up with several different characters filling the same or very similar roles (sort of like the Enterprise Chief Engineer during TNG Season 1; they went through several of those before finally settling on LaForge). That might be something we'd want to avoid.
In any case, I wasn't going to make my first-contact advisor until I'm ready to start building that episode anyway, and then only if no one else has made a similar character in the meantime, in which case I'll just ask to use that one. That won't be until March at the soonest, as I've still got a ways to go on my current project (the 007 homage "Mirrorball"), and by that time I presume the core characters will already be set.
I wouldn't worry about it. We don't want to limit people's creativity, just provide them with resources. Even we end up with a couple duplicate secondary characters, I really doubt players will notice.
Looks good (like the first contact specialist, could be more of a sociologist/linguist than the Anthropologist).
To split the science peoples I mentioned earlier I'd put Zara Dren up for Astrophysicist and Rigith up for Planetary Ecologist.
I guess I could also nominate one of the new characters from Trident, Dr. Burke, up for Anthropologist (because that's what he is, just remembered, and that's what he does on mission.)
Personally though I'm voting for someone else but he's available if people would like to use him. :P

Well, for now I'll just nominate the RMH character I mentioned earlier for Ops.
Can we call him "Sparky"? (you know, because of his repair background and being made of photons and stuff) lol
That would be OK as a nickname, I suppose. My thought is he doesn't have a name at first, but is either given one or chooses one for himself (something Voyager's Doctor never got to do until the final episode). He would also get to choose his own appearance.
Also, I'm thinking he has a mobile emitter for away missions, but while on the station he gets around via holoprojectors installed across the station (as do the other RMH's, the EMH and any other holographic personnel).
