Looking to create a fleet...

This isn't about the how to create a fleet, this is me asking if anyone is willing to hop on this bandwagon. So, to begin, I'm a huge Whovian/Torchwood fan and I had a fun half-sleeping thought of "What if the two universes were coinciding in some form? Why wouldn't Torchwood exist in the 25th century?" Basically, is anyone up for creating a 25th century Torchwood? Could be done on both sides of it. I got bored recently and created uniforms for my own headcanon, but all is open to suggestions.

As a treat, anyone who creates the initial team to make the fleet is automatically highest rank in the fleet. Everyone else works their way up.

Any takers?
