Penny Juday - an art department coordinator. she was the one responsible for everything you saw on trek, from prop chairs on a prop bridge to the other small objects on set, she is the one who gets the props needed for trek. she was responsible for this job in a number of trek films, from undiscovered country to nemesis and the series ds9.
Diana Lupo - a stunt actress during insurrection. but she was more widely known for her stunts in almost two dozen of films she has been in over the years.

you do know theres that same giant hunk of metal at ESD and NRC too right? Or are you talking about the pylon behind the slab?
They weren't famous enough to be associated with Star Trek. Just because there's a blurb in their obit saying they worked on ST or a fansite entered their name into a database to mark their passing doesn't mean they were "famous."
But then again, that's besides the point. The STO Memorial, IMO, should have nothing to do with being famous. It should have to do with how much someone contributed to the series and played a part in defining it. An art director coordinator is literally just a manager/pencil pusher who sets the budget for the art department and makes sure all the different departments are doing their job. (It's not like how another poster said, that it's a person who gets all the props.) And whatever work Diana Lupo did for ST was so insignificant that Insurrection is not even mentioned in her IMDB bio; she's listed as being known for Iron Man, Inception and Training Day.
No disrespect to people like that, but adding everyone from a stunt person to a business manager is getting ridiculous. Like I said before, we may as well start adding the caterers, the person who signed all the checks, the cameramen, the sound guy, everyone.

Yes. It's not necessary to commemorate everyone ever associated with Star Trek who has died. I'm sure the actual number of people, if that was done completely, would be much larger than it is currently. It doesn't need to be in-game.
Only on-screen Actors who played characters should be on the in-game memorial. Not makeup artists, not set designers, not writers (although there were many good ones, some moderately well known), not directors, not producers, not stunt people, etc. Those sorts of 'memorials' are for Fan-zines.
