Destabilizing Tetryon proc, how does it works?

I am making a new tetryon build for one of my char and I was thinking about the destabilizing tetryon.
Destabilizing Tetryon: 2.5% chance to drain target's shields for 15 sec
I am from Belgium and English isn't my main language. I don't understand the "drain" well. Checked on google but that word have 19 possibles translations
So if someone can explain how that weapon works I will be grateful

It works much the same way as Plasma weapons do, except affecting shields instead of hull. It deals damage to all of the target's shield facings over a period of 15 seconds. "Drain" is used because it's a different mechanic than applying energy weapon damage to it, there's a different set of resistances to reduce the effect, but it's still effectively damaging the shields.
