Romulans and Allied Faction Admiralty Ships

Seems all the damn missions are very high in SCI. Romulans really don't have big Sci Ships. Now I know that Romulans can't fly T5 or above ships; and I'm fine with that. But can Roms at least get access to the Admiralty Ship Cards of their allied factions? Or some of the Warbird cards need to be altered to make a few that really do Sci well.
