I think anything that cant be upgraded or was planned to be upgradable but requires an upgrade path to be done "by hand" is going to die on the vine.

My Klingon Bat'leth Mk X [CrtD] [CrtH] [Borg] will not upgrade.

Shard Sword of Kahless. Old one was Ultra Rare and not upgradable to Epic. Current one is Epic but doesn't have Epic mod.

Also, the Personal Mobility shields can't be upgraded either.
