At first as Romulan/Klingon is too hard to do Sci heavy Missions (romulans have it a little better but not much). Because its a lot too fiddly if u try to play more than one Charackter and reassign a lot of C-Store Ships those Lock box ships still can be bound to Charackter but the C-store Ships shouldnt.

Basically you'd need a massive re-balance of the system (undoubtedly including under the hood changes) and one that won't favor those with a limited number of ships. A better solution (which is also in keeping with the principle that this is your character's fleet of ships) would just be to keep introducing more ships through events and the c-store including more sci alternatives (just ONE good choice for the RR and KDF would help a lot) because all that takes is a little more dev focus, rather than a big effort to revamp a system that just came out.
BTW, here's an easy work around for extreme assignment requirements.
With the exception of the last few in the chains (which you should save your 1-time-use ships for anyway) they are OPTIONAL. If you don't want to use a pass token just fail the assignment intentionally and move on. You lose nothing for it.

another thing is some players may have characters from only one faction and this would put them in an unfair disadvantaged position against any players who have characters from 2 or more factions.
speaking as a player who does have characters from all 3 factions I feel the current system is fine and I have more then enough ships on all characters to make use of the Admiralty system as much as I care to.

I can't think of any place I'd rather be or any people I'd rather be with.
Keep in mind it's a new selling point for ships so they'd have to find a way of doing it without stepping on their ships sales.
I won't be surprised, but let's put that time off for awhile, shall we? Actually, I'll be surprised if they show up in the C-Store before they show up in a lockbox or a special event reward.
The main thing is to pick assignments you can crit so you get the single-shot ship cards. Some of my characters already have almost more cards than I know what to do with. The single-shot cards are what you use when you need to complete an assignment and can't or don't want to use a pass token.
Also if you've got a bunch of high point assignments sitting there and passing is not a good option my advice is don't be afraid to fail an assignment. You really just want them out of the way so you can pull assignments you can actually crit or to get to tour of duty assignments. All you lose is a little time while the ship cools down.
so how do you think making non faction ships account wide will help you will be having to claim and resign the ships form the other factions also.
and like I said before you cant claim ships from other faction so it wont happen.

I'm pretty sure one-shot Admiralty ships come from specific assignments, like escorting ambassadors or investigating lost ships. Getting a critical success on other missions just gets you more XP and a pass token or something small like that. Speaking of pass tokens, you can only hang on to 50 at a time, so use them when you feel you have to.
pass tokens are a waste of space IMO, I would rather take a chance even if its a very slim one then use a pass token.
I haven't used one since the start and I cant ever see myself ever using one in the future.
