Time to talk consoles.
The Embassy Consoles are great, especially when it comes to the plasma ones. They go off when they want, as much as they can, with out restriction on cool down. They are great for adding damage, giving boosts to science abilities, and boosting peoples damage weather or not they need it.
But what about the lesser used counterparts? The Hull Healing embassy console gives a "modest" hull heal, allowing for a ship to survive longer. Same with the Shield Healing one. Their hull heal is smaller in number compared to the plasma consoles, yet they have a 10 second cool down. Most people aren't looking towards maxing their hull repair, but even when they do, the consoles stutter to reach even a 5k heal. So why is this? Why do consoles that can do major damage have no cool down, while consoles that at most could do 5k have a 10 second cool down? Wouldn't it make sense that all embassy consoles be created equal, allowing for a wider build variety?
There's also the issue with needing to be shot at, when they go off, in PvE at least, that's not exactly a guaranteed occurrence. Then they might have had the chance to go off again, but fall into that 10 second waiting period. Shouldn't something with a lower chance to activate have less restrictions as to when it can activate? I believe the embassy consoles should all be unrestricted when it comes to activation times, thank you.

"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
