Iconian Shields vs. Borg Shield Neutralizer & Tachyon Beam

So I was curious, how do the Iconian shields fare against the Borg's shield dropping tactics? In particular, I am intrigued by these lines in the shield's description (forgive me if the numbers are off, going off of the wiki):

Hot Restart: Automatically removes shield disabled conditions after 1 second
Removes 1 debuff every 10 seconds

My guess would be that the hot restart is of no help, but that the second item might be? I'd be interested in hearing from anyone with hands on experience in this area (especially before plunking resources down into the Iconian set).

    Well with Assimilate ship and the shield neutraliser being the only debuffs I can think of that the Borg use, I can imagine it would help in Ker'rat and in sector space encounters, though the shield neutraliser doesn't feature in STFs. Hot restart doesn't apply to HP zero-ing out, it only applies to the power being removed.

    They fare about the same. As mentioned by adamkafei, the 'shield disabled conditions' will show as your shield power going offline, not your shield facing running out of SHP. The 'Removes 1 debuff every 10 seconds' is random, it might pull off the Shield Neutralizer or just a stack of Plasma burn instead.

    The Two-piece Iconian set helps for about two seconds when you proc it by balancing shields, but not much help beyond that.

    It sounds like you might want either:
    Delta shields which have innate resist to draining, which, combined with Power-Insulators Skill, can counter a few Sphere's worth of drain, but not an entire clump from popping all four gens in ISA.
    -or-
    Dyson Regenerative, which does proc when a facing's Shield HP is drained to a certain point, which should be a decent counter, particularly at mk XIV and combined with the Intel ability that gives you more SHP and regen when a facing goes down.

    Also, with a bit of Power Insulators and Shield Emitters Skill, Transfer Shield is a pretty decent counter. Reverse Shield Polarity works too.
