One of the notices seemed to indicate that it was on Earth Space Dock but I have searched the place from top to bottom.

For the rest of the content, your level (and more importantly your Specializations) *should* have absolutely no effect. Movement speed buffs from all sources are supposed to be removed for ice races (I believe there may have been a single lingering one that got through for the Summer event but I'm not sure) and there's nothing else I can think of that could have any effect on any of the content.

It doesn't sound like there used to be one - wasn't around last year so I don't know for sure - but they might have changed things this year. I suppose we'll just have to wait until maintenance is done and see for ourselves.
Actually, I'm pretty sure I remember there being one last year and if that memory is correct I see no reason it won't be included this year as well.

You're right, I forgot that anything that increases health or grants health regen work, although that might only get you one extra snowball to the face. I'm not sure if there are any passives that reduce the type of damage snowmen do (I don't think it's standard Cold damage). It bypasses shields entirely so those types of passives are all moot and they do so much damage resistances might not be enough to make a difference. The Ice Boots definitely work when you're not in combat but they just match the effect of actually being on the ice track and don't stack with it. I think the winter weapons are in their own special category along with the snowman attacks so I'm not sure if damage can be modified, but maybe the Commando Specialization's ability to reduce secondary fire cooldowns could work. Are there any other traits and passives you can think of?

At the Summer Event, you could easily pick up all of those mission and fly around or run around or get transported to the right location in plenty of time to do the missions. Were the right mission givers were was easy to discover, but I'm totally lost. I just participated in a Snowball fight, but I never found the guy who gives out the mission, so I got nothing.
In a word - HELP!
Additionally, check your Duty Officer missions, several special ones should be available while you're in the wonderland and these can award the currencies as well.

I found the DOFF missions. Got two going but it'll be another four hours before I see anything there.
I really don't know what to say then. See if you can ask anyone else during an invasion if they're getting the items at the end, I'm not in a position to check myself for a couple hours. Might come down to a "participation level" issue similar to the Badlands battlezone when it first came out, the threshold for participation is set too high because it's expected that everyone will have a winter gun (those snowballs don't even come close to comparing to a good snow cannon).

Are skates a clothing item? I keep seeing skaters on the ice.
it's just the winter boots, so wherever those are.
Also with regards to the ornament currencies, I don't believe they're bound to character or account. You should be able to trade them with other players if you're short on one type and have plenty of another, and you could focus one player entirely on collecting them rather than needing to spread it around. That would mean needing only 1 winter weapon instead of multiples unless you feel like letting your other characters have some fun too.

Yes, that is precisely what the boots allow, including the acrobatic jumps. Those particular effects are only active while you're on that frozen pond though, at all other times it's like you're running around the ice track.
In other news, apparently I have to take back what I said earlier about movement buffs and the ice race. I participated in the PvP race and a tactical player with at least 5 different buffs active steamrolled the competition. If you plan to race, you may want to check to see if anyone present has any buffs active and set your expectations accordingly. Hopefully that gets addressed quickly.

Yes, I've noticed that myself about the snow weapons in the past. The Snowblower is still resolutely my favorite for most content, but I have all of them and switch out a second one every once in a while. Hail can be a good backup for the lane defense, its short range isn't as much a problem if you're defending the spawn points. Occasionally I'll use the Sniper Rifle (can't recall its name) during the standard invasion so I can pick off individuals from further away. I haven't really compared the new Caramel one against the old Avalanche, wonder what the difference is since they're both effectively Blast Assaults. Avalanche used to be really good for taking out the massive group of snowmen at north end of the map when a standard invasion started, until they reduced its maximum target count. If you timed it right, you could use shooter mode to target the middle of the group and hit them just as they became active targets because of how the charge up worked.
It looks like the Lollipop Lirpa is a touch bugged at present, using the right slash causes it to transform into other weapons, including a Nanopulse Lirpa and a standard Bat'leth. I'm not sure if it affects its combat abilities, I've never really managed to get melee weapons to work for me to begin with.
