Assignment chain missing an assignment.

in Duty Officer System and R&D
I'm working the Fed Aracunis arm colonization chain. I've just sucessfully completed "Transport Settlers" and am ready to prepare "Establish a military base". "Establish a military base" is not listed under either my Aracunis arm assignments or my operations officer's assigments. Where did it go?
His methods have become unsound.

    You realize that assignments appear randomnly, and sometimes they are available and sometimes they aren't. Just come and check tomorrow.

    Its not missing. I completed it last week. They do show up randomly.
