Yep, just another fan made up map (even if it is from another game): completely non-canon. People just throwing in their 'pet' species/empires to fill space.

Yeah the presence of Garidians is a pretty obvious hint. I think only one specific game series had those.

Not only is it non-canon...it's a pun on the original Tetris, which was licensed and developed by a company abbreviated as ELORG. Elorg...Block...get it?
