Question about Quantum Phase Combat Impulse Engines

I think I know the answer to this, but I want to make sure. When they say that the engine bonus is when you're at 'full impulse', they're talking about the fast speed you can go when not in combat, and not just having the throttle at max? If this is the case, it's extremely limited use, because you can't use it again while in combat, unless you go out of range turn around and come back in.

Correct. I don't love the impulse engines, but I may use them anyway for the three-piece bonus.

I think it's an Interesting idea but it has very limited use. It would be better as a flat bonus or one based on throttle level/engine power level.

You need only spurt the full impulse for a split second at most, for it to grant you a 15sec. boost to those 3 skills.

And while yes, it is meh in certain situtations limiting your ability to engage full impulse, it's still a nifty bonus when you can make use of it!
