Why only 2 fighter decks ? 4(8 smaller) craft barely make any difference. If its a carrier, increase it to 4 (16 smaller) craft. Now we have a carrier if you do that. Otherwise, its already an outdated ship fresh out of drydock =/

And a Carrier in STO has 2 hangar bays. There will not be a special exception to the ship design rules for the Federation Carrier.

If you want an overpowered and broken ship, you can slap on all kinds of stuff. But if Cryptic actually wants to sell other ships without slapping on even more extras, then every ship will have to follow the basic design guidelines for ships.
It's in your own interest, actually - because slapping on more stuff on a ship because it must be better is trivially easy for Cryptic. If they ask you for another 3,000 Zen every time they slap on an extra weapon slot or console slot, you will run out of money fast - or stop buying, and then Cryptic runs out of money.
