How do you turn an active crew member into a skill manual?

in Star Trek Online General Discussion
I know how to turn a candidate into a skill manual but I want to teach my new embassy BOFF TS3 and the only crew I have that have it are already active

    Play the mission that gives you a Jem'Hadar BOff. It can be turned into a TS3. (Don't let him join your crew. When he pops up asking, say "not now" or whatever.)

    kjwashington's suggestion will work for your specific issue, happily. Two things you need to do first, IIRC:
    1. If you have the JH BOff already, you won't get the option for another, so you need to dismiss him.
    2. Again, IIRC, if you have an open slot in your roster, the BOff auto fills that slot, so you'll need to make sure your slots are full.
