Upgrading/ Overkill (do tech points roll over?)

i am curious if you happen to use an upgrade item (like i have one that apparently gives 30k tech points?) on an item that only requires 1500 tech points to be upgraded to the next roman numeral or w/e - i was wondering if you used an upgrade item like the one i have which gives 30k pts on a low lvl item, does it upgrade the item i use it on as if 30,000 tech points were spent doing so or does it ONLY cap off the items CURRENT level, and consume the item/ effectively wasting a rare upgrade item and basically trash all other tech points that werent used in the process?

i mean should you save enhanced universal tech upgrades for higher level items? or do the points it can give in terms of research get used just as much no matter what item you go to upgrade with it?

any info would be great

    yes. extra points will be counted toward next upgrade.

    In fact, particular with consoles and low mark items you often end up needing just one superior upgrade kit to gain multiple marks. And every time the mark increases, there is also a chance for getting an quality improvement (from common to uncommon, uncommon to rare , rare to very rare, very rare to ultra rare, and ultra rare to epic). Which is why some people craft a bunch of Mark II until they get the mods they want, and then upgrade from there - best chance to have the exact mods you want with ultra-rare or epic quality.
